I used to have old wood floor that was painted with gloss brown paint when it would get dull i would go over it with polyurethane it would be glossey again for a couple more years i would think it would be the same for your vinyl.
You should have no trouble in doing that as long as you use a water based polyurethane.

I ve seen many with custom motorcycles attempt a clear coat over top of the vinyl decals and with excellent success.

We have used mod podge not modge podge as i know lots of us call it successfully for a lot of our projects including sealing over vinyl making custom photo canvases and glittering pretty things.
Oil based poly would damage the vinyl decal as would any kind of solvent based coating.
Carefully brush the polyurethane over the vinyl.
Even if you use premium outdoor vinyl or permanent vinyl that vinyl will fall off eventually and start curling up either in icy cold temperatures or in the heat and so on.
One note over time poly will turn a amber color was not a problem over dark color but over light color will be.
